वैदेशिक रोजगार ऐन २०४२ आएपछि व्यावसायिक रूपमा कामदार विदेश पठाउन सुरु भयो । ठीक १४ वर्षपछि नियमावली आयो । ऐनको भावनाअनुसार नियमावलीमा सुधार आए पनि पूर्णता भने पाएन । व्यवसायीको भावना कहीं कतै सम्बोधन भएन । व्यवसायीको व्यापक दबाबपछि तत्कालीन श्रम तथा यातायात व्यवस्था मन्त्रालयका उच्चपदस्थ अधिकारीहरूमा समयसापेक्ष ऐन बनाउनुपर्छ भन्ने भावना जाग्यो । तर, मस्यौदा बनाउँदै गर्दा मात्र पाँच मन्त्री फेरिए । वैदेशिक रोजगार ऐन २०६४ र नियमावली २०६४ बन्दा भने यो पेसामा लागेका व्यवसायीलाई व्यवस्थित हुन्छ, मर्यादित हुन्छ भन्नेमा आशावादी थिए । फेरि ऐन व्यवसायीको भावनाविपरीत आयो ।Published on: 27 February 2013 | Kantipur

‘Setting legal channel can improve affairs’
WHAT is the present situation of Nepali women in overseas employment? Basically, three things have pushed women to migrate for foreign jobs. First, Nepali women, especially from rural and uneducated backgrounds, have few job opportunities in the country. Second, as domestic help and caregivers, female workers have higher demand than males in the world market. Third, there is an emerging tendency among the women to try to momentarily escape social and family-based discrimination in order to seek financial independence. Since there are not many options, foreign employment is the sole choice for them. How do you access the state of female migrants in the aftermath of the government’s age restriction on domestic workers? The rationale behind restricting domestic helps below 30 years of age is assumption that women get mature by that age. Golden chance for over 80,000 Nepali migrants
The amnesty , which was reportedly announced on Sunday, will clear the way for over 80,000 Nepalis to return home without being penalised. Illegal workers in Saudi Arabia have to go through a lengthy, troublesome procedure which includes a term at a detention centre to leave the country. Saudi Arabia is the third biggest labour destination for Nepali migrant workers. Human trafficking in foreign employment garb
At a programme organised by the National Institute of Development Studies some six weeks ago, Chief Secretary Lilamani Poudel acknowledged that the business of human traffickers, disguised as foreign employment agencies, amounts to Rs 40 billion annually. End modern day slavery
The campaign against slavery started in 1837, with the British regime announcing, through the Slavery Abolition Act, an official end to slavery within the empire, except for a few Indian native states. Slavery was abolished in the USA at the end of its civil war of 1865. Brazil followed shortly, as did most other countries. In Nepal, during the Rana regime, Chandra Shamsher declared an end to slavery by providing relief to bonded labourers (kamaras). This official end was institutionalised after the first and second People’s Movements that abolished the kamaiya and haliya systems, respectively.
